Over
the past decades, remote terminal units (RTUs) have been
the primary equipment for data acquisition, monitoring
and control in power substations. RTUs play a key role
in providing information for power system operation.
Specifically, the D20 RTU manufactured by GE (formerly
Westronic in Canada) has been the substation RTU chosen
by many power utilities since the late 1980s. To date,
many of these D20 RTUs are still operating in stable and
reliable conditions. However, D20 users need to address
numerous new challenges to meet their utility business
